His Excellency,
Chief Bola Ahmed Tinubu, GCFR
President, Federal Republic of Nigeria
State House, Abuja.
The Honourable Minister,
Federal Ministry of Information and National Orientation,
Federal Secretariat, Abuja.
Your Excellency, Mr. President, and Honourable Minister,
Subject:
GLOBAL DECLARATION ON CHARACTER BUILDING IMPACT — THE PERMANENT SOLUTION TO NIGERIA’S NATIONAL PROBLEMS AND A GLOBAL MODEL FOR HUMAN TRANSFORMATION
With profound respect and patriotic duty, I write to present this Global Declaration of Character Building Impact, a comprehensive moral, educational, and developmental philosophy designed to restore our national value system, heal societal decay, and reposition Nigeria as a moral leader among nations.
My mission, under God, is not political but humanitarian — to reaffirm that Character Building is the permanent solution to corruption, moral failure, and the social crises that have long hindered our national progress.
Your Excellency, under your visionary Renewed Hope Agenda, the time has come for Nigeria to finally adopt a holistic moral model that will not only reform institutions but reawaken the conscience of the nation. The foundation of sustainable development is not in infrastructure alone but in the character of the people who manage and benefit from them.
Through the instrumentality of Character Building, every citizen — irrespective of tribe, religion, or social class — becomes a stakeholder in national renewal. This philosophy is rooted in the universal law of truth, honesty, and oneness, which builds both moral strength and patriotic devotion.
A CONTINUUM OF NATIONAL VISION: GOVERNMENT AS A CONTINUOUS PROJECT
Permit me, Your Excellency, to humbly recall that this national mission began during the administration of President Goodluck Ebele Jonathan, under the campaign “Rebranding Nigeria” led by the late Prof. (Mrs.) Dora Akunyili.
In 2010, I made a formal submission to the Federal Ministry of Information and Culture titled:
“Rebranding the Nation: Character Building as an Instrument for National Renewal,” supported by a sworn affidavit at the Federal High Court, Lagos, declaring that Character Building is the humanly acceptable solution to corruption, moral decay, and social illness in the nation.
That initiative was freely distributed across several states and was intended to be transformed into a national film project — an English script animated in Nigerian languages — to educate, entertain, and morally reawaken our people.
Today, under your Renewed Hope Agenda, the same philosophy returns with greater urgency and global relevance. The moral rebranding of Nigeria must be integrated into governance as a national character development program — in schools, ministries, and communities — through Character Building Sensitization Schemes, workshops, and nationwide moral campaigns.

“Government is a continuous project; the hope we renew today is built on the truth we declared yesterday.”
THE GLOBAL DECLARATION
Your Excellency, this Declaration calls for:
(1.) Adoption of Character Building Education as a national curriculum at all levels.
(2.) Formation of Character Building Sensitization Schemes across ministries, institutions, and communities.
(3.) National Character and Values Commission, to be established under the Ministry of Information and National Orientation.
(4.) Integration of Character Building Principles into national policies for leadership training, civil service ethics, and public accountability.
(5.) International Declaration of Character Building Impact as Nigeria’s moral export — a global model for peace, unity, and sustainable human transformation.
By this Declaration, Nigeria will not only renew hope but set the world’s moral agenda, proving that true greatness lies in character, not resources.

Dear Madam,
RE: LET’S RE-BRAND NIGERIA
I am inspired by your great vision and your request to all citizens to add their voices to the call — “Let’s Re-Brand Nigeria” — against corruption and moral decadence, which have become inherent diseases in every area of our national branding.
These social illnesses must be treated in a holistic manner, as observed, and upon diagnosis, the cause has been traced to our collapsed value system and the erosion of character — the very essence of our national slogan, Good People, Great Nation. The nation demands good character-building of ourselves, and this means adding values to life in the order of truth and honesty — the virtues of a good brand.
Character building is the tool we need in all areas of national rebranding. It is on this premise that I have deemed it very important, under oath (Affidavit No. G002088927 of the Federal High Court, Lagos — attached), to bring forward a simple monograph, a fact sheet pertinent to your vision, as an instrument to curtail the various contagious corrupt practices and social illnesses.
The proposal centers on the values of character building in human development. It is written in response to your vision and is dedicated to President Goodluck Jonathan for engendering peace and unity in the nation. It is provided free of charge and is currently distributed in some states across the country.
I am looking forward to printing more copies to reach out to the populace, and to introduce a film version of the same title — “Rebranding the Nation” — an English script to be animated in Nigerian languages for educating our people as well as entertaining them on the subject.
Madam, I am glad to have a say — an input — into your vision. I am hopeful that you will give this monograph some attention, and perhaps you may have the zeal to be a part-sponsor of the printing, distribution, and organization of seminars at all levels of our institutions, including rural community sensitization, to help educate our people.
It is for this reason that I formed the Character Building Sensitization Scheme to support the project of Rebranding the Nation — to achieve this great vision of our time.
The attached
SWORN AFFIDAVIT FOR CHARACTER BUILDING AS AN INSTRUMENT FOR RE-BRANDING THE NATION
Contained the following:
That I discovered Character Building as a permanent solution designed to restore the nation’s collapsed value system that is responsible for all corrupt practices and other social illnesses.
That Character Building is human-friendly and acceptable to everyone, irrespective of age, tribe, social class, race, religion, or creed — to both the just and the unjust.
That Character Building will transform the nation within four years to become a country of destination in the world for tourism and business, which will usher in a period of lasting development.
That I will make myself available to the Ministry of Information and Communications or any other relevant authority whenever I am called upon to defend these claims.
That this sworn affidavit is now required for official and record purposes.
And that I make this solemn declaration in good faith and in accordance with the provisions of the Oaths Act of 2004.
Sworn to at the Federal High Court Registry, Lagos, this 1st day of December 2010.
